QUESTS/ORB OF THRALNI QUEST
When you first get this quest from Anaximander, he'll suggest you go talk to Levy, which isn't a bad idea.
Levy will send you to talk to Seles in the Portal Fortress.
Seles will have tracked the teleport signature, and will be able to teleport you to the location of the thieves, which is the Arrival Platform.
Just follow the walkthroughs from there, and it's all complete.
