Some refugees are here but they don't do anything. Head down the south stairs, then head west to find a bunch of crystals. You find a crystal basilisk (somewhat tough) guarding a knowledge crystal. Near the north staircase are a bunch of brigands. Kill them and take their stuff. Then head down the north stairs, and grab the caches.
