Mrrah is the leader here, and he will talk with you. It turns out some nephilim have blocked off the main route to Fort Draco. He wants you to take them out, and he gives you a key to help with this. Doing so gets you an iron spear. Their leader is Khrosth, a nephilim. Head south from the camp and take note of the wagon for Appelo's quest. Then go to the east into North of Fort Draco, south along the river to the locked gate to the kitties Cache Tunnel, which puts you back in this frame.
